Let's be clear about what's happening. Robotaxis sitting idle in neighborhoods, clogging curbs, and circling for spots aren't just annoying residents. They're exposing a fundamental gap between how the autonomous vehicle industry has pitched itself and how cities actually work. The companies have spent years telling us that driverless cars would solve traffic, reduce emissions, and unlock underutilized infrastructure. Hundreds of thousands of idle vehicles parked in residential areas do the opposite.

This isn't a technical problem waiting for an algorithmic fix. It's a policy problem that the industry hoped wouldn't materialize at scale.

The parking issue reveals three uncomfortable truths. First, autonomous vehicles don't eliminate dead time, they just make it more visible and spatially concentrated. It signaled that governments are paying attention, assessing whether these services are creating public value or public headaches. Hong Kong's cautious approach to driverless trials on Airport Island reflects similar thinking: let's control the variables before we let this loose in dense urban centers.

These regulatory moves are being framed as normal bureaucratic processes. In fact, they're early warnings that the goodwill the autonomous industry banked on is conditional. Cities will tolerate experimental programs. They won't tolerate programs that visibly degrade urban livability.

The parking problem forces a reckoning the industry has avoided. Self-driving cars can't just optimize their own efficiency. They have to optimize for the city they operate in.
